I have the honour to report upon the
accounts of the Harbour Master's Office for the period 1 22
of October, 1910. At your request I visited the Harbour Master's
Office on the 25th. ingtent, and interviewed the Tarbour laster,
who informed me that the shroff had absconded with monies to
the amount of nearly $3,900.00 which he had collected on bew
-half of the Government from various Shipping Firms.

When the shroff was found to have absconded
en the morning of the 24th. instant among his papers were found
various receipts for bills which he had not collected these the
Harbour lister handed over to the Chinese Accountant for col-
-lection without keeping a record of then himself, the amount
of these bills are reported by the chinese accountant as being
$3,137.34 of which I have since seen bank receipts for $1,551.57
the ■ balance can only be checked as the bills are paid in. It
is to be regretted that the warbour Haster did not make a list
of these papers hingolf or hand then over to some responsible
European Officer. Another paper found belonging to the Shroff
was a list of monies lent to various Government Officials,
amounting in all to about $350.00 this matter I consider needs
grave attention as to whether the officials in his own depert-
-ment (who must of course have known that his salary was only
$30.00 per month) knew at the time of borrowing these loans
whether it was monies belonging to the Government.

I examined the accounts with the various
receipt books and bank receipts with the following result:-
